When Mikheil Saakashvili, the embattled Georgian president, declared at a meeting in Tbilisi on Tuesday that Georgia had withdrawn from the Russiandominated Commonwealth of Independent States, the crowds cheered.
But no other former Soviet country has responded to Mr Saakashvili’s call to rally behind Georgia and “bid a final goodbye to the Soviet Union” by exiting the CIS.
