North Korea detained four South Korean squid fishermen on Thursday, potentially gaining more bargaining chips for its fitful attempts at diplomatic engagement with the international community.

The South Korean coast guard said the fishermen’s boat reported its navigational system broken then veered into North Korean waters, where it was intercepted by a patrol boat and was steered to port.
