Putin in battle for foreign investors

President Vladimir Putin tried on Monday to set out a business-friendly agenda for Russia, calling on the country's tax authorities to stop “terrorising” companies and pledging to reform its rapacious bureaucracy.

He also stressed his commitment to democracy and freedom in an annual state of the nation address in which political values featured more strongly than in previous years.
