On November 8, the European Commission will unveil a long-awaited report on Turkey, setting the stage for what could be the biggest crisis yet in Ankara’s negotiations with the EU.
A draft of the report seen by the FT spells out Brussels’ frustration with Turkey’s faltering reform record, but also highlights what is likely to be the immediate cause of a crisis in the talks – Ankara’s refusal to open up its ports to ships from Cyprus.
