Barroso urges more spending

European Union leaders preparing for a two-day summit in Brussels were told on Wednesday that they should spend more on digging their economies out of recession if they could afford to do so.

“If member-states are in a position to do more, they should do more,” José Manuel Barroso, European Commission president, told reporters.
