Alistair Darling, the chancellor, on Monday gave the impression that the next general election is one that no party in its right mind would want to win.

His pre-Budget forecasts paint a grim picture for the next five years, with borrowing only returning from a record £118bn level to a sustainable situation in 2015-16 – probably beyond the lifetime of the next parliament.
