Extra funding for Katrina renewal gives city hope

Less than three weeks after Hurricane Katrina struck, President George W. Bush stood in Jackson Square, New Orleans, and told America: “This great city will rise again.”

For New Orleanians, still seething at the government’s feeble initial response to the storm, the words were too little, too late.
