When it comes to international trade, Gordon Brown’s government prides itself on two things: its open, liberal instincts and its commitment to make trade work for the world’s poor.

The recent reorganisation that gave the Department for International Development (DFID) a bigger role raises the question of whether the two are now in conflict. And who will, in fact, set trade policy in the UK?
