5-year slog to reach the home straight

After almost five years of consultation and preparation, the gambling bill is entering the home straight of its passage to law.

For most of the consultation period, the bill enjoyed the wide support of the gambling industry. But that support evaporated in December 2004 when the government scaled back the reforms and said existing casinos would not be allowed to install new slot machines.
