Scottish Highers see record passes

The pass rate for Scottish Highers – the country’s equivalent of A-Levels – has climbed to a new high.

The news reignites the old debate about whether rising attainment reflects a dumbing down of standards. The controversy in Scotland is likely to presage a similar argument in England later this month.
