George Osborne, the shadow chancellor, will on Thursday announce a new plank of his party’s economic policy by pledging that a Tory government would increase the proportion of overall tax revenue derived from taxing activities that generate pollution.

Some senior Conservatives say the party is looking at two issues – the need to increase taxes on motorists and short-haul air travel.
