Sixteen heads of state from central and eastern Europe yesterday called for the European Union to continue enlarging, with some leaders backing scenarios in which the organisation could one day border Azerbaijan.
Hosted in Zagreb by Stipe Mesic, the Croatian president, the leaders opted not to publish a shared statement. The lack of a communiquéwas necessitated in part by disagreements over possible Turkish membership that divide eastern countries as well as western ones, although the leaders uniformly supported a vigorous enlargement process.
