Japanese harpooned on secrecy vote

Japan suffered an early defeat at the International Whaling Commission's yearly meeting, which began on Monday in Ulsan, South Korea, after members voted to defeat its attempt to introduce secret voting on resolutions.

Pro-whaling nations appear set to take the majority in the 66-member commission for the first time in nearly 20 years.
