Solana to stress strain on EU foreign policy

The European Union is playing a bigger role in the world than ever before but its foreign policy resources are being strained to the limit, the EU summit at Hampton court will hear on Thursday.

Javier Solana, the EU’s foreign policy chief, will emphasise that the EU now has nine peace support operations in three continents – ranging from Congo to the Indonesian island of Aceh, but that there is not enough money to finance its commitments for next year.
