A pay freeze for senior public sector staff including judges, family doctors, NHS managers and top civil servants was proposed by ministers yesterday, along with rises of less than 1 per cent for hospital doctors, dentists and ordinary civil -servants.

In evidence to the review bodies that recommend pay for those with top salaries and for National Health Service staff, the Treasury said pay from next April should be frozen for the most senior groups. It said "realistic settlements" should apply for the great bulk of civil servants, hospital doctors, dentists and prison officers.
