Europe’s leaders stepped up their efforts on Friday to save the European Union’s Lisbon reform treaty as they agreed a set of guarantees designed to encourage Ireland to reverse its previous No vote to the package of changes.

Brian Cowen, Ireland’s prime minister, said he would now be in a position to hold a second referendum in early October; the treaty could then come into force at the beginning of 2010.
