The CBI has called for ministers to rethink a proposed tax on commercial landowners, which is set to be announced in the pre-Budget report.

The business group, which is about to present its official submission on the PBR, will criticise the "planning gain supplement" as a counter-productive and potentially unworkable idea. "We are really worried about it," said Lucinda Turner, head of infrastructure at the group.
