Coalition creaks as Prodi’s chance for reform slips away

A rule of thumb for European governments is that those who wish to make economic reforms must do so soon after coming to power. Otherwise, their all but inevitable descent into unpopularity and internal confusion makes the efforts impossible.

In Italy’s case, the burning question is whether Romano Prodi, the centre-left premier, has already squandered this opportunity for change presented by his general election victory in April.
