Call for shake-up to gauge terrorism threat

A radical overhaul of the intelligence-gathering process is needed to gauge the threat from terrorism, defence analysts said yesterday.

Civilian law enforcement agencies must collaborate more systematically, legal procedures across European countries and the US should be harmonised and basic training given to all police personnel in anti-terrorism techniques, the Centre for Defence Studies said.
