First the good news. The British government is entirely right to change the test for incapacity benefit from assessing what work people cannot do, to assessing the work that they can.

Sensitively applied, it should change the psychology surrounding incapacity benefits, offering a far better chance of helping the 1m people on them who, according to government surveys, say they want to work.
