Fears that Andy Burnham, the health secretary, is “seeking to reimpose central control” over autonomous NHS foundation trusts were expressed on Wednesday by Monitor, their independent regulator.

And it called on health ministers to reaffirm their commitment that all hospitals should in time become free-standing foundation trusts.
