Brown calls for fresh legislative ideas

Gordon Brown has urged cabinet colleagues to come up with fresh legislative ideas to give his government new momentum, after what are expected to be dismal local election results on Thursday.

He hopes to trail next year’s legislative programme next month and may also reshuffle his cabinet, once the dust has settled on the council elections and the London mayoral contest.
