General Motors said it would delay signing binding agreements on the long-running sale of Opel until early November so that its board can respond to a European Union review of the deal.

John Smith, GM's chief negotiator, said that the board would consider at a scheduled meeting on November 3 a German offer of state aid that lies at the heart of the EU's concerns about the sale's legality. It would also discuss changes to Magna International and Sberbank's offer made since the board last reviewed it in early September.
