A high-speed rail link from London to Birmingham that would cut journey times to under an hour, wider motorways and more congestion-charging schemes are among a range of radical options for Britain’s transport future to be unveiled by the government.
The ideas will be floated in a long-term strategy document published on Tuesday by Ruth Kelly, the transport secretary, which sets out initial thinking on how to use £20bn of unallocated government spending from 2014 to 2019, to ease congestion on Britain’s clogged roads and railways.
