White House to set tough terms on Detroit aid

Democrats and Republicans are trading accusations over the failure last week of talks to help the US car industry, in a dispute that could shape the future of Detroit.

As George W. Bush’s administration ponders how to lend General Motors and Chrysler enough funds to survive the coming months, legislators from both parties have struck positions that make tough conditions more likely.
