The European Union waded into shark-infested waters on Thursday, unveiling its first-ever plan to protect sharks, skates, rays and related species from over-fishing.

The plan, announced by Joe Borg, the EU’s fisheries commissioner, would restrict catches of certain sharks and promote greater scientific research.
