UN faces battle on bolstering human rights body

Recent proposals by Kofi Annan, the United Nations secretary-general, would go a long way to strengthen the UN system for defending human rights, officials and non-governmental organisations say.

But they face an uphill struggle to gain consensus among governments, including regular abusers of rights, more concerned to protect their own self-interest in six months of negotiations leading up to the general assembly in September.
