Brussels panel rejects Italian as choice for European commissioner

The European Union's incoming executive yesterday suffered embarrassment when a European parliamentary committee voted to reject the appointment of Rocco Buttiglione, the former Italian minister set to become the European Union's commissioner for justice and security.

Although José Manuel Barroso, the incoming president of the European Commission, is not obliged to take into account a committee's views, it is the first time that an incoming commissioner has been voted down.
