Brown determined to keep spending plans under wraps

Gordon Brown yesterday signalled his determination to keep spending plans that will shape the government's priorities for the next four years under wraps until Tony Blair has left office.

The chancellor's view emerged during testimony by Stephen Timms, chief secretary to the Treasury, to the Commons Treasury committee in which he stressed that the comprehensive spending review, of which he is in day-to-day control, did not have to be delivered until October.
