'Payment by results' challenge on welfare and work

The Conservatives have challenged the government to let the private and voluntary sector bear the whole risk of helping thousands of people on incapacity benefit come off welfare and into work.

A pure "payment-by-results" system would "at no cost to the Treasury" provide help for the 1m people on incapacity benefit who say they want to work, Philip Hammond, the Conservative work and pensions spokesman, said.
