A proposed $140bn compen-sation fund for asbestos victims may run short of money before it can pay all claimants, according to a new report from the US Congressional Budget Office.

Legislation to set up such a fund was approved by a key US Senate committee in May, but it is not clear that the legislation has enough support to survive a full vote of the Senate.
