Kofi Annan has upped the pressure on Kenya’s coalition government to decide how to prosecute people accused of orchestrating post-election violence by handing a sealed envelope with the names of top suspects to the prosecutor of the International Criminal Court.
Mr Annan, the former United Nations secretary general, handed over the envelope on Thursday in a move that underscored the ICC’s accelerating engagement in the case following a meeting last week between Kenyan ministers and the court’s prosecutor.
