Efforts by the US Congress to pass legislation reforming immigration rules have become bogged down in a divisive debate on the merits of offering “amnesty” to some 12m illegal immigrants by allowing them to remain in the US legally.
President George W. Bush met Republican leaders on Wednesday as part of an effort to hammer out a compromise on the issue and allow legislation in the Senate to move forward. “This is a vital debate,” he said following the morning meeting.
