Whitehall quandary over franchises

The collapse of the takeover bid for National Express has left the government with a headache.

The government, which will take on responsibility for National Express’s troubled East Coast franchise later this year, had given its tacit backing to the deal by agreeing that Stagecoach could take over National Express’s more profitable c2c and East Anglia franchises in exchange for a £100m ($164m) payment.
