China quake spurs calls for private charities

Chinese companies are calling for a new charities law in the wake of the devastating earthquake in Sichuan to allow them to set up private foundations, a move that could open up space for civil society in China.

China’s new generation of wealthy entrepreneurs have made substantial philanthropic donations in recent years. However, under current regulations, private charitable foundations and non-governmental organisations can be established only in partnership with a government department.
