Mexico is failing to hold members of its military who commit human rights abuses to account for their crimes, according to a report out on Thursday, which says the problem is undermining the country’s war against drugs.
The conclusions of the report, written by the US-based Human Rights Watch, suggest that Mexico should not qualify for roughly $100m of a $700m aid package approved by the US Congress over the past two years to help the country in its efforts to combat drug trafficking.
