London not a Tory test-bed, says Johnson

London will not be used as the “Petri dish” for developing experimental Conservative policies, Boris Johnson has insisted.

In an interview to mark his first 100 days in office, the capital’s mayor rebutted widespread claims that his administration would be used as a test-bed for Tory policies ahead of a general election.
