Indian budget puts emphasis on repair, not reform

India’s budget has soothed and frustrated in equal measure.

Pranab Mukherjee, the finance minister, has set about a repair job to undo the damage inflicted on the economy by the financial crisis with extra spending. But he has stepped back from translating the Congress party’s emphatic victory at the polls two months ago into structural reform of one of the world’s fastest-growing big economies.
