The art of being a successful offshore financial centre is constant innovation in finding new niche markets, combined with a willingness to move on when former strengths turn into weaknesses.

Offshore centres, after all, can prosper only because onshore jurisdictions are failing to offer well-off savers, investors or entrepreneurs what they need, and for which they are prepared to pay the higher costs incurred by using an island or enclave with limited resources.
