Summit plans to salvage EU constitution

European leaders on Friday stepped up preparations to revive the stalled EU constitution, in a politically charged attempt to modernise the rules and institutions of the fast-growing club.

Germany, which assumes the EU presidency on January 1, wants member states to agree by the end of 2007 which parts of the constitutional treaty can be rescued.
