EU set to agree payments reform

European finance ministers are tomorrow expected to end months of wrangling and back a new continental payment services regime, aimed at boosting competition and cutting costs for cross-border cash transactions.

The issue has pitted liberal countries such as Britain and Sweden, which want to widen the innovative use of payment cards and credit, against countries such as France, Spain and Italy, which have a more traditional banking sector.
