One could be tempted to call the conclusion to the WTO Hong Kong meeting an anti-climax if the issues weren?t so serious.

The rich countries had done such a good job of downgrading expectations before it had even started that at the end one gets the sense that developing countries feel relieved to at least not be walking away empty-handed.
