A planned British referendum on the constitution looks likely to be shelved after the resounding French No vote.

Tony Blair is expected to stop short of declaring the treaty dead when he sets out his reaction to the result today. The prime minister will voice disappointment at the outcome and wait to discuss the issue with other European leaders before deciding how to proceed.
