Britain has long prepared the way for the troop reductions from Iraq announced yesterday by emphasising how different conditions in the south of the country are from those in the centre, where a surge in US forces is now under way.
The main challenge is not - as in central Iraq - insurgents fighting the government but rather militias that are often part of the government.
