When the Los Angeles County Business Federation surveyed its 93,000 member companies recently, the results stunned David Fleming, its chairman.
Members were asked about the main issue facing business in Los Angeles. “The biggest problem wasn’t taxes or regulations,” says Mr Fleming. “It was traffic congestion.”
