On the evening of September 29 2008, the Irish government called in Arthur Cox, the law firm, to advise on an emergency scheme to guarantee deposits in Irish banks. Next day, the government was the first in Europe to announce a state guarantee.

Over the following weeks, Arthur Cox lawyers negotiated with the European Commission to allow the €400bn guarantee under European Union state aid rules. Once approved, other countries adopted the model for their own guarantee schemes.
