David Miliband launched a “second wave” of New Labour foreign policy on Tuesday as he sought to draw a line under the Blair years by acknowledging the mistakes and “scars” of the Iraq war.
Delivering his first address as foreign secretary to the party’s conference, Mr Miliband conceded there “never is a military solution” to problems, and called for a “great project” with America to transform outdated international institutions.
