Countries do not get to choose their neighbours. Nor, as the European Union episodically discovers, can quasi-federations of nation states that jealously guard their sovereign prerogatives and still act unilaterally in their perceived self-interest.
Which brings us to Romania’s decision suddenly to offer fast-track citizenship to some 1m people next door in Moldova, in effect giving EU citizenship to a quarter of the population of Europe’s poorest state.
