Morgan Stanley has stolen a march on its rivals by forming a securities joint venture with Vietnam's leading state investment agency to take advantageof the country's booming economy.

In the first partnershipof its kind in the Communist-ruled country, Morgan Stanley and the State Capital Investment Corpora-tion said yesterday that they will operate a joint venture to provide investment banking services.
