Sir, Larry Siedentop’s diagnosis (“Europe is failing to restore idealism”, July 2) is clear: the European Union’s current arrangements lack the democratic legitimacy of American federalism. But this is where the whole attempt to endow the EU with a constitution started, back in the 1990s.
